Kenneth F. Otten
Biography

Kenneth F. Otten is an author, lecturer and nationally recognized expert on Titles II and III of the Americans with Disabilities Act. For nearly a decade, Mr. Otten has pioneered the field of ADA compliance consulting, first as Executive Vice President of Disability Access Consultants, Inc., and subsequently as President of Otten Consulting Group, Inc., both national accessibility consulting firms.

Mr. Otten has provided training to more than a thousand public officials regarding the ADA through seminars, small-group training sessions, and as a conference speaker. He is a member of numerous organizations including the Council of Educational Facility Planners, International; the National Association of ADA Coordinators; and the American Association of People with Disabilities. Mr. Otten is the immediate past President of the Houston Commission on Disabilities (appointed by Mayor Lee P. Brown) and is a member of the Board of Directors of the World Association of People with Disabilities. In 1995, Mr. Otten earned the Accessibility Specialist designation from the International Conference of Building Officials and is a Registered Accessibility Specialist for the Texas Department of Licensing and Regulation.

Since 1992, Mr. Otten has consulted with more than 250 public entities including cities, counties, federal agencies (such as NASA's Johnson Space Center) and public school districts in 22 states. Private-sector clients include national restaurant chains (Chili's), resort hotels (Orlando), international property managers (JonesLangLasalle). Recongnized by the federal courts as an expert witness, Mr. Otten has provided litigation support to firms in California, New Jersey and Texas. He has supervised the development of ADA Self-Evaluations and Transition Plans for more than 1,500 public facilities across the country, and as the President of Otten Consulting Group, supervises a team of registered building inspectors, architects, designers, draftspersons, and an in-house legal staff for projects covering the entire scope of accessibility consulting, design and construction.
